He did so without winning a single state from the south, and didn't even appear on the ballot in nine southern states: AL, AR, FL, GA, LA, MS, NC, TN, and TX. In December of 1860, state legislatures started voting to secede. Representatives met in February 1861 to draw up a new constitution, which included specific provisions that protected slavery and maintaining the independence of each state. That insistence on independence is going to be a major issue in the coming war.
